The Facility Manager (formerly Hospital Manager) plays a coordinating and liaison role among the technical, logistics, and IT departments within the hospital, ensuring compliance with quality standards and the correct application of protocols adopted by the Organization, in collaboration with the Medical Coordinator and the Hospital Director/Country Director.
He implements and contributes to the development of a hospital management policy encompassing infrastructure, processes, and organizational culture. He functionally liaises with the relevant FOD Desks, each in the specific area of expertise.
Main tasks and responsibilities of the Facility Manager include:
- Ensuring adequate supervision and coordination of all activities under his direct responsibility, both routine and extraordinary. This includes planning and monitoring maintenance activities related to:
- construction
- energy (sources and distribution)
- HVAC
- water and sanitary systems and related waste types
- IT
- equipment and systems supporting the management of medical, hazardous, and general/recyclable waste
- the cold chain
- laundry
- medical gas generation and distribution systems
- Ensuring the implementation of Security Policies established by HQ
- Ensuring the drafting, updating, and monitoring of Action Plans
- Ensuring compliance with internal regulations and those of the Donors, with support from the Grants Department and the field Administrator
- Planning new works (adapting the hospital structure to new programs and/or changes in the orientation of current programs)
- Participating in drafting and monitoring the budget related to technical and logistics activities with the support of the field Admin. When necessary, the Facility Manager will be required to present to the FOD a budget overview for upcoming works and/or activity expansions
- Ensuring proper personnel movement services and procurement of all technical, pharmaceutical/biomedical products, materials, and consumables. Collaborating in writing and managing shipment plans, liaising with freight forwarders, and contributing to transport documentation preparation and customs clearance processes in projects
- Ensuring correct management of all project warehouses in-country, both structurally and in terms of accounting (except the Hospital Pharmacy). Specifically, the FM is responsible for:
- inventory execution, monitoring, and analysis of relevant logistics indicators, including the production of related reports (e.g., warehouse reports)
- handling activities at the Italy warehouse (storage and maintenance of goods, handling, picking, transformation activities)
- management of infrastructure (including IT), vehicles and equipment, and restocking of all materials needed for proper warehouse operations
- Ensuring proper management and maintenance of EMERGENCY’s fleet of vehicles
- Ensuring the creation and monitoring of a data management system (consumption, maintenance, inventory, etc.) for his areas of responsibility
- Maintaining and developing methodologies, assessment tools, and both qualitative and quantitative indicators for hospital management
- Producing reports on activities to share with the relevant Desks on the status of hospital management and making technical and/or organizational proposals to improve its functioning
- In collaboration with the Field HR Manager and Heads of Departments, and supported by the logistics department, the Facility Manager must:
- ensure proper management of the non-medical team, participating in setting work objectives and establishing priorities
- identify staff members capable of taking on leadership roles, fostering their training and professional development and ensuring the long-term efficiency of the structure
- identify key project staff and ensure their retention, discussing individual cases with the Field HR Manager, Country Director, and Area Director
- Plan and supervise resources, namely:
- continuously train staff and identify suitable candidates for leadership roles
- periodically assess performance and provide feedback to improve staff development and internal team communication
- plan and supervise staff movements
