The PC is responsible for the operational management (coordination and implementation) and monitoring of the Organization’s programs in the Country. The PC is also responsible for the security of EMERGENCY’s project in the Country. This responsibility includes maintaining constant contact with the heads of various security departments and Ministries within the Country.

The PC reports directly to the Area Director of the Field Operations Department (FOD).

The PC will:

  • Coordinate project activities, ensuring collaboration between the medical and non-medical components, in agreement with the Area Director of the FOD, MCU, and the relevant FOD Desks.
  • Supervise the implementation of processes aimed at achieving the planned objectives, monitoring their progress in agreement with the Area Director.
  • Supervise and monitor activities to ensure their proper functioning and the appropriate distribution of resources.
  • Ensure that all project staff are aware of their roles and are provided with all the necessary means and resources to carry them out.
  • Participate in the coordination system of the humanitarian response within the project.
  • Support the development of new projects to guarantee the financial flow required for the Country strategy.
  • Directly supervise the activities of non-medical staff within the project.
  • Contribute to the drafting of forecast budgets and project proposals in the Country and present their own budget supporting the Administration and Grant Management offices.
  • Coordinate procedural updates and training for the relevant project departments and ensure their correct implementation.
  • Support the logistics department in verifying procedures and tools to ensure adequate monitoring of project consumption and expenses.
  • Collaborate with the HR department to ensure compliance with labor legislation in the Country.
  • Support staff planning in coordination with the HR Department of the FOD.
  • Contribute to the staff evaluation process, ensuring that each Head of non-medical Department evaluates the performance of the staff directly reporting to them and discusses with the PC any actions impacting salary and/or role revisions. The PC also shares end-of-mission evaluations of expatriate non-medical staff under their supervision with FOD Desk Managers and the HR Department, providing recommendations regarding possible contract renewals.

SECURITY

External Security

The PC:

  • Is responsible for ensuring the correct implementation of security rules and for organizing the network of institutional and informal contacts.
  • Promptly informs the Area Director about any security issues affecting the project/Country.
  • Is responsible for constantly updating themselves on the Country’s geopolitical situation.

Internal Security

The PC:

  • Is responsible for supervising the implementation of safety standards defined by the RSPP for all individuals present in EMERGENCY-managed facilities. The PC is also tasked with designating a focal point to ensure compliance with protocols related to workplace safety, fire prevention and management, food handling, X-ray exposure, electrical safety, workplace hygiene and safety, specific risks (working at heights, confined spaces, equipment use, manual handling, display screen equipment), and any other aspect identified by the RSPP.
  • Establishes any limitations on the movement of international staff within the Country or in specific areas and supervises the application of EMERGENCY’s protocols and code of conduct for all personnel.

SPECIFIC REQUIREMENTS

  • Degree in one of the following fields: Economics, Law, International Relations, Diplomatic Studies, or Political Science;
  • At least 3 years of previous experience in the coordination, management, and implementation of programs abroad (or in similar senior management roles in complex contexts); experience in managing hospital facilities is preferred;
  • Ability to draft and monitor budgets and knowledge of financial planning;
  • Knowledge of funding guidelines and procedures of major institutional donors;
  • Experience in managing complex teams (people management);
  • Results-oriented mindset with strong workload and stress management skills;
  • Excellent communication and interpersonal skills;
  • Diplomatic and people-oriented approach;
  • Fluency in English (minimum required level: C1).
